I am sure you will get several replies from the U.S. There is a court tv program over here for small claims and Judge Judy wears lace collars on her black gowns. I don't think there is any tradition with this, maybe her attempt at staying feminine. BTW, she stands no messing in her court and tells the plaintives and defendants to behave correctly. Janice
