I use only one kind of bobbin - made to order for me - and I *still* buy "strays" at Lace Days and other events I attend; they make the best souvenirs of happy hours spent with other lacemakers, and/or gifts to lacemaking friends...
You're in northern California; there are groups in that area, including The Lace Museum; make contact with them. Sign up for IOLI - its Bulletin has advertisements/ contact info from the best of US vendors, all of whom carry a range of bobbns, from cheap to fancy, in a variety of styles (national, regional, etc), and most of them are on line...
I don't think one could, possibly, settle on a single vendor as a favourite, but... For a variety of inexpensive "work horses", you can try a Dutch one:

There used to be another one, in Germany, I think... Lagendorf? But I don't have it in my bookmarks, and can't find it otherwise... :(
