I've poured over my handbook (which arrived last week), and while I find that it clearly states that the objectives of the fair are to encourage the production of goods in the state, I have found no reference to limiting the entries to residents of Virginia, (although some departments are limited..) In fact, in Item VII, it clearly states, "Competition is generally open to the world." So to all of you who would like to send your lace to the Virginia State Fair, I suggest that your first step is to visit the website: http://www.StateFair.com.
