I made mine at least 10 years ago, using 2 layers of cotton broadcloth.
First I bought round, plastic container of face powder - the one I have
was the Cover Girl brand - emptied out the powder and drilled a hole
through the centre of the bottom. (That is so I can pin the cushion to
my pillow if I want.) The height of the container is about 1 inch.
Then I cut 2 circles of cotton broadcloth and ran a gathering thread
around the circumference of each of them. I think the size of the
circles was the size of the container, multiplied by 2, plus 1 inch for
the sides and some extra for gathering and overlapping. I then poured
the emery into the centre of 1 circle, gathered it up, flattened down
the gathers, and sewed over them. Then I put that ball on the second
circle, with the sewing touching the centre of the second circle. After
gathering the second circle and sewing it, I sewed a piece of lace on
the top. I used a Beds piece that was designed for paperweights. Then
I plopped the whole thing in the container. There's been no leakage in
10 years and I use it all the time. It's especially good when I travel,
since I can push down all the pins and put the top on the container.
