We in Germany knew this problem too when it belongs Volkhochschule (Evening classes for adult). There we must be 12 persons other wise it becomes difficult. And fact is making jewellery, literature, music,dancing and other things find more friends then lacemaking. Also higher levels of french and suddenly also english have difficulties.
We here on nearly every part of Germany too build private ceercles which meet once a week, a fortnight or a month. A short time this works well, but after a while it is more social meeting (drinking coffee etc.). And if there are more then one newcomer the person who lead the group before couldn't nothing else do than teach this lacersThe other way classes work is a group of lacers think what they want learn and than ask a teacher to come to them. One person give the bed and all together divide the cost of teaching, travel and meals. It depends how many came together so they have to pay for a weekend (saterday from 10 til 18 and sunday from 9 till 14 or 15) between 4o and 120 Euro. But they get exactly what they want. And some of my groups are so good and like to make experiments. They often arrange later an exhibition to interest the population of this region.
You see lacemakers have the same problems everwhere.
