No -- it doesn't. I used to be editor of a similar prublication and my understanding of the rules was that the 30 days notice should be from the date the Bulletin is received by (most of) the members -- not the scheduled publishing date. The publishing date is barely 30 days from conference and that leaves no time for the post office to deliver it. It's really not good policy to give members only a couple weeks notice of changes in the sturcture of the organization. By-law changes should be in the April issue -- that we just got -- to give members time to study the changes, ask questions, etc. That's why I said it was too late to do anything formal this year --- but the subject can be investigated for later.
