It was my understanding, from the AGM, that the work of the Convention 
Oversight committee will not actually go into effect until the convention of 
2009 (?)...  Contracts for the next three conventions had been signed before 
the committee's work was voted on and approved.  However, I think that hosting 
groups will unofficially benefit from the work done by that committee, since 
the guidelines were developed, not as restraints, but as reflections of the 
preferences of the membership as well as the accumulated wisdom of "what works".
