It's chemical lace - embroidery (done with a Schiffli or similar
machine) using cotton thread onto acetate fabric which was then
dissolved away chemically leaving only the cotton embroidery thread.

I emailed the vendor telling her it's not bobbin lace, but I'm not
sure what it is, and she asked me for identification help after I

This is machine made lace -- probably made on the Schiffli Embroidery
Machine.
