Personally, I never had a problem with this "definition". Yes, we normall cross/twist the threads and then put in the pin, but the result is the threads are crossed/twisted around and about the pins. Seems to me like a minor distinction, especially compared to calling it tatting or claiming it's done with a crochet hook, etc.
