This runner certainly has all the appearance of being needle lace.  I don't
think that is the question, however.

Some time ago, a friend of mine bought a stunning needle lace tablecloth. 
Later, she and her husband were in Belgium, and she took the tablecloth
with her and showed it to an antique lace expert there.  To her dismay, she
was told that the cloth had been machine made.  I have seen the cloth, and
to my eye, it looks handmade (and while I'm not an expert, I do have "some"
knowledge of these things).  But the expert was able to discern subtle
signs that it was machine made.  I'm inclined to believe that this runner
is another example of machine made "needle" lace.

So the real question when you find what appears to be needle lace on eBay
is not whether it's needle lace, but whether it's handmade or machine made.
Which then suggests that if you love a piece, prepare to spend what you
would if it were machine made... then you won't be disappointed.
