No, this blue-ish product was definitely starch - the wafer bars were
marked  so you could snap off what you needed. the little rectangles
themselves looked temptingly edible, but they were definitely not -
ask me how I know  :(
I think this product was only available in North America, and probably
not any more. It came in a white and blue box, IIRC. Commercial
powdered starch should be ok on lace and could be washed out after use
if there was concern.

I have one of the blue bags of 'bluing'  in with my dyestuff assortment.
You are right, the powdered bluing in the little bags would not be
good to use on lace!
