No, this blue-ish product was definitely starch - the wafer bars were marked so you could snap off what you needed. the little rectangles themselves looked temptingly edible, but they were definitely not - ask me how I know :( I think this product was only available in North America, and probably not any more. It came in a white and blue box, IIRC. Commercial powdered starch should be ok on lace and could be washed out after use if there was concern. I have one of the blue bags of 'bluing' in with my dyestuff assortment.
