I've seen frames like this. The hinges make it easier to collapse the frame so that you can release the lace when it's finished. I would guess that the rigid external frame is for protecting the hinged part in storage and not used when you're making the lace. The tension of Teneriffe is distributed all around, so unless you pull the stitches unusually tight, I don't think there would be a problem with the frame buckling.
