This is going to sound silly, but it's what I used to do.  Try Wet Naps.
For those of you wondering I'm talking about, it's those little
serviettes that you get on airplanes and chicken restaurants, to wipe
your hands with.  You can buy them in a dispenser, usually in grocery
stores.  They clean the perspiration and dirt, and cool your hands.

When I lived in apartments, I used to keep Wet Naps handy, and use them
whenever my hands started perspiring.  If you are sitting in one spot
for a long while, you will need both the dispenser and a plastic bag, to
dispose of the serviettes.   I just repeated as needed.

Nowadays, I have a nice cool basement.  For some reason, the apartments
I lived in had no basements ...  This evening, once I leave the office,
I am heading straight to the basement, because the temperature in Ottawa
is almost unbearable:  35C with a Humidex of 47C.  At least they are
calling for rain and 26C tomorrow.
