Yep, that's the same problem I had, and mine is also 100/3 in ecru. I bought it last year for my table ribbon. It's working up just fine, and I haven't so far (touch wood, rub the hare's foot, etc) had breakages, etc (which is a problem in Denver's dry air).
It just spins itself up into loops and the like, so when I was winding my 60 bazillion bobbins on my electric winder, the first one was fine, but winding the 2nd took additional care and patience to keep it from knotting and a potential wasteage. I have other Brok spools of 100/3 and other weights in white from a few more years hence and don't have this problem. It's just this one spool that is quirky.
