I think it would need something considerably thicker than a broom handle.
Maybe a short length of plastic pipe or drainpipe in the thickness
required...

Hot wash, rinse cold! That will make the wool shrink.
Wrap your wool fabric around anything narrow and cylindrical that is the
right length for your bolster. A length of broom handle, or a roll from
wrapping paper, for instance?
Make a fabric case from a rectangle as wide as the circumference of your
bolster, and as long, with several inches to spare at either end.
Hem the ends so you can thread a cord through the hem. Wrap the case around
the bolster, it should be a tight fit, then cinch the ends shut by tying the
cords, which makes the bolster firm.
