I'm sure that most, if not all countries, have carpet shops and their carpets are wrapped around heavy (very thick) cardboard or fiberboard cores. These cores will take staples and even carpet tacks. That is what I use - FH cuts them the length I want with his woodshop saw, but any saw will do. I have several bolsters but prefer block, cookie, or roller pillows..
