The "covers" all appear to be identical, the bobbins aren't. The bobbins vary in length and thickness, and the heads aren't all the same (a couple are), which suggests different makers.
Don't know what these "covers" are, but I don't think they have anything to do with the bobbins - that's just my opinion. Wonder if they have a thread inside to screw on to something, like the bottom of a needle case.
