We do not know what chemicals from the glue have penetrated the fibers. Lace must not be treated with harsh solvents, nor can it be scrubbed. A referral is impossible without knowing where you are (you gave no general location), and no responsible conservator will give advice without seeing the extent of damage. You could go to (or call) a local museum and ask for advice there. They can refer you to a textile conservator.
