Yes it is (at least in the States) and, as likely as not, will have little rubber bits embedded in it. And, like all "plastic" fibers, it squeaks when you stick a pin in it. Truly hateful.
Old, felted, wool blankets are good, as several people have suggested... And inexpensive, if you can find them in second-hand stores (though they're becoming a rarity, since most new blankets are now synthethic, also. Or "flecked" wool, which isn't woven and ill fall apart in th washer instead of geting felted).
Another source of really good wool felt for pillows is saddle felt (used as lining for horse saddles). Not cheap, but much thicker than felt in fabric stores, so you need less of it. Not easy to find, though...
