My impression is that everyone, or virtually everyone, who is on "lace-chat" is also on "lace". Many people are on lace who are not on lace-chat, but lace-chat is a subset of those on lace. So when there is an announcement of something important, an event, let's say, posting on "lace" will catch 100% of the people who need to know this bit of news and posting on both lists will not expose the message to more people.
