Louise Colgan is definitely still alive and well and producing her own
books of designs. I dare say that any pattern you're interested in is
still available, so there are copyright issues involved with obtaining a
copy from someone who has a pattern!
You might have some luck finding the particular pattern you're looking
for by contacting vendors who carry her books. In the US, I know that
VanSciver Bobbin Lace and Lacy Susan have them. I do not know which
vendors in the UK might carry them, but it would be worthwhile to search
websites to find out.
