The suggestion I've heard for spangles on English Midlands bobbins is that these lacemakers were the first to use machine-spun thread - a reasonable surmise as they were living close to where the first spinning machines were invented. The twist on the machine-spun thread was different from that on the hand-spun (tighter? opposite direction?) and the spangles helped to stop the bobbins rolling around on the pillow. I can't remember now where this came from but it seems as good a suggestion as any other.
