The Unfair Trading Practice Regulations 2008 replaced the Trades Description Act in May of this year and can be enforced if a seller on ebay is registered with them as a business. Basically, it covers false or deceiving information, failing to give important information about a product and agressive behaviour.

The Sale of Goods Act applies to anyone (not only businesses) who sells

Second-hand goods
Goods sold online or by mail order
Doorstep sales
Ebay or other online auctions or marketplaces

and says goods must be as described, of satisfactory quality and fit for purpose.

Unfortunately the Distance Selling Regulations don't apply to ebay sales which would cover the return of all postage if goods weren't as described..
