I think "Sir Walter Raleigh" was written on the back of the portrait, which is why it was thought to be him not Shakespeare.
However, many of the Aristocracy look very similar in these 16th C paintings. The person on the cover of the Renaissance Miniatures book looks very similar, and so does the painting thought to be of Sir Thomas Effingham (shown in Earnshaws Lace in Fashion.)
