I've never heard/seen that second one before; I am familiar with "a
long row to hoe" version *only* (means nothing, since English is not my
first language, even though it's a hobby pre-dating lacemaking). So I
can't *say* "which precedes", even though I do have a guess... :)
OTOH, I've seen -- often and often, especially recently (fewer people
read books on the one hand, while, on the other hand, more people read
"stuff" on the Internet, which replicates both the right and the wrong
"info" with lightning speed) -- "toe the line" (correct) being
replaced with "tow the line" (incorrect, however "likely" it may
sound)...
