I know it as 'pergamano'. I do it. I make birthday cards in pergamano.
There are lots of instructions ad patterns on the web. You can start with a
tool with a ball on the end for embossing, a pricker and a pair of scissors.
There are several tools which prick groups of holes or emboss shapes. It's
worked from the back and can be shaded from the back as well as painted on
the front.
