Is the fabric already quilted, or is it cotton unquilted, meant for quilts... If quilted already, one would think that would be thick enough all around the blocks to hold them together. Maybe another layer of fabric, e.g. felted wool, on the blocks first, would have helped. For now, is the pillow constructed such that you could put lining all around the perimeter, craft foam perhaps, to nudge the blocks together?
There are ways to bridge the gaps of blocks if there are slight spaces between them, as you work a pattern, but if they fit loose in the holder, that is no fun. It might be you have to start again with wrapping them in thicker covers. Hope this helps.
