I looked at the scissors which came up when I googled "cigar scissors" at your suggestion. They have two distinct blades, and aren't quite the same as these mystery scissors. They don't look very big... the hole would accommodate a small strip of ribbon or even leather... but why would you want to poke holes in robbon?

It is a mystery...
