If you mean the old UK organisation Royal Society of Arts, then it's now called OCR (Oxford, Cambridge and Royal Society of Arts), and they do a couple of art and design courses in which lace making can be covered - an entry level certificate in art and design and a GCSE. Syllabuses are on their web site.
