I use Tacky glue, available in various guises, but all have "tacky" in the name. White while liquid, dries clear, and dissolves in water even after drying if you want to remove the leaf from the sticks.

Of course, the preferred method is to have holes in the fan sticks and stitch, but this isn't always practical either because of the type of lace or the type of fan sticks. I like the strips of half stitch method mentioned by Sue, but to me this wouldn't look right if the lace was very open - I'd prefer to see the sticks behind the lace.

The Lace Guild did an article on lace and sticks a while ago, and came to the conclusion that light lace needs dark sticks and dark lace needs light sticks. The effect was stunning in the examples they had.
