www.needlenthread.com (Sat April 24, 2010).  As to the windowpane fringe, it 
may also be a form of drawn thread wherein bundles of threads are grouped 
together to form a pattern, retaining their shape because they are sewn 
together with various embroidery stitches.  Lots of household & "personal" 
items were embellished with fringe, either knotted or "bundled".  Believe it or 
not, Victorian era splashers were often beautifully made & can be reasonably 
priced in antique shops.  Their fringe withstood hard use & the harsh laundry 
methods of the day.  Drawn thread was also popular as an insertion & as a 
decoration for silk hankies.  Several years ago, I acquired a long strip of 
ivory silk drawn thread work--exquisite & I can't imagine working on such high 
count fabric.  But I most
  definitely would have worn a dress decorated with it!!  My silk hankie is 
decorated on all corners.  I'll be happy to submit photos when I return to PA
