I have one of these.  It came from a shop in NW London that is now long gone
(it was on a railway bridge that has even gone too!).
 
The bobbin had a paper spool of thread on the neck and you could take off the
top to remove the spool and put another one on.
 
I have the bits in one of my boxes.  From the paper on the spool I think it
was from the late 50s as much of the lace making stock in the shop came from
then.
