In the US, there are strict rules about truth in advertising already in place. However, I suspect that in the UK, as in the US, this will not apply to sellers on ebay who are selling odd items and not an entire line of products.

I don't know about USA, but here in UK advertising on the web will soon be subject to the 
same controls that media advertising is, which means that it should be  "legal, 
truthful, decent and honest".  see:

There's an awful lot on Ebay that doesn't meet those criteria!
