In (west)Europe children do not learn 2 languages , at least not in
grammar school, in secondary school most children have a second language
mostly English. Learning a language and not using it will make you
forget most of it in a very short time. A second language in grammar
school is obligatory in Switzerland and in Luxembourg. The Swiss
children learn one of the other Swiss languages (there are 4 different)
the Luxembourger children do not learn their mother-language in school
but start with German followed by French, in secondary school English
and for some of the students one more language depends of the school and
Latin.
I do not know the school system in the Nordic country's, but most of the
adults speak well English.
