On the other hand, knotting with shuttles goes back to the 1700's, and it has
been suggested that shuttle tatting developed from that.  Of course the
netting done by sailors would be older, I suppose, but the netting shuttles
used by fishermen resemble tatting shuttles and are used as shuttles rather
than as any sort of needle.  In the literature, tatting with shuttles goes
back a couple of centuries whereas there is no record of tatting with needles
until quite recently (based on Googles' ngrams search).
