If desperate, I have noticed that many people in bedroom communities use their
garages for larger parties.  Maybe not the aesthetics you wish for, and space
heaters may be necessary at certain times of the year, but if you really want
to meet, you could stick a folding chair in your trunk and be off to gather. 
If you don't have a stand, tables can be obtained at big box stores if people
don't have them (or used, at estate sales and on Craig's List).

Sometimes
historic buildings and halls are interested in drawing more traffic, and this
could be considered a historic craft...then it would get into their bulletin
perhaps also?  Or someone wealthy and philanthropic has an interest in
subsidizing the arts, and will let you meet in one of the larger rooms of
their residence.  I know one woman in Canada, who hosts knitting groups
annually, including rooms, food and all varied and sundry, because she loves
knitting.  They may also know of places, such as women's clubs, friends, etc.
and take it upon themselves to help.  Art museums often have meeting
rooms...free may not be an option there, but who knows?  Often it is how it is
presented, who you get, and what mood they are in that day.

People who rent
apartments or own condo's and townhomes, often have party rooms for free. 
Perhaps someone in your group lives in such a place, or even senior/assisted
living?
