Depends whether you are on Mac or Windows, what browser you are using, and what software you have on your machine. For the PDF file, if you have Adobe's free acrobat reader installed on your machine on the Mac it almost certainly will open in a browser window (probably even if you don't), and on Windows it may also do this. However, as you say the pdf doesn't open I would imagine you are on Windows and using perhaps an old version of Internet Explorer. Usually if the browser can't display the linked file it 'asks' you whether you want to download the file, but if it hasn't done this you should be able to force download by right-clicking on the link. A menu should pop up with various options, the relevant one being "Save linked file to disc" (or similar words, depending on the browser). I just did this on WIndows 7 with IE 9 for both the pdf and Excel file (which will not launch as it can't be displayed in a browser window) and downloaded them to a downloads folder. Then I double-clicked the pdf file and it opened in Acrobat (you do of course need Acrobat or another pdf reader to view pdf files on Windows - Preview does this on the Mac ) and likewise double-clicking the Excel file opened it in Excel. The Excel file has been set up as three sheets, the info is on the second and third sheets. The Excel file is in Excel 2003 so should open in this and any later versions of Excel. Some other spreadsheets will also open Excel files.
