At a guess you are referring to the book "Twenty Bookmarks".

The ends appear to have been rolled - ie leaving one pair out at the top of the diagonal, twist the others into a neat roll and then use the pair left out to sew (using lace sewings) them to the edge - ie wrap the pair round the roll and then sew into the bar between the stitches then wrap round and sew into the next bar, and so on, until you reach the centre - do the same on the other side. Then just create a normal three-strand plait as you would with long hair (do you call these plaits as we do or braids in the US?). Tie off as a bundle and trim.

I hope that makes sense - it is easier to do than to describe, but the rolling techniques you will find in books of Honiton lace, possibly some others, too - especially in the Cook Book (Bridget Cook's Bobbin Lace Manual - a very useful reference book if you haven't already got it).
