It means from a Lace Supplier. The only difference is there are more of them over here. Even for us it's still mail order or a Lace Day or Suppliers Fair. In the UK "readily available" means you go to a specialist supplier for what you want. Outlets like Asda (Walmart) only carry goods that will sell quickly, and blue film isn't one of them.
