It is (or at least, was) possible to buy velvet ribbon in tubular form -
we used some to cover the wire forming the headband part of my wedding
tiara (Mom tatted the actual tiara) back in 1981. I can't remember
whether we bought it from a haberdasher or the florist! Try Googling
tubular ribbon + velvet?
