Sally I don't know about bobbin lace makers. But there is a kind of needle lace made there, called Kene. It uses the same knot as Turkish oya/Armenian knotted needlelace. Needlelacetalk has one member who makes that kind. But she lives in Switzerland. You would have to join needlelacetalk to contact her.
