I have used decals for fingernails which I purchased at the dollar store.

These worked well. However, I went on a recent hunt for more and it appears
that all of the designs are now peel and stick plastic rather than decals.
These to not work well at all and are much thicker. So I will have to take
good care of my old decal ones.

I buy unpolished bobbins. I sand lightly with fine flexi-grit (plastic
backed hobby "sandpaper". Then apply a coat of sanding sealer. Repeat until
bobbins are nice and smooth (usually two coats.) Paint with acrylic hobby
paint. Next apply the decals. Allow to dry thoroughly. I also do any
writing desired at this time using a very fine pigma marker - must dry for
a few days!
A coat of sealer comes next which seems necessary to protect the marker and
decals, I've had it smear without this. Finally two coats of varnish with
very light sanding in between. Gloss varnish is pretty but seems to make
the bobbins feel a bit greasy when I'm using them. I've moved to Matte
varnish which is great.

They come out perfect. All products I use are Delta Ceramcoat which still
seems to be readily available at craft stores. I've just gotten in a new
batch of bobbins so will be doing this myself this fall.
