I believe the term "lazy loops" originated with Martina Wolter-Kampmann of Germany. She is the author of "Invisible Starts and Finishes in Bobbin Lace". Lazy loops are put onto the bobbin very near the end, not at the beginning. Magic threads are placed at the beginning of the work and are never on the bobbin.
