Very helpful :-) It's hard to tell from the pics in the article just how much is bobbin and how much is needle, but it appears to be more than a 'smattering' of NL to make up the lace of the veil. It appears from the photos that the flower petals of the main flowers (that are carnation-like) are all NL, and the leaves and stems and other parts of the design are bobbin lace, and the article says it was acquired for the first family wedding in the late 1850's.
The author does say that the family took it to the shop owned by Marion Powys for repair and valuation in the 1940's. It's a very beautiful piece of lace, and a shame that the photo of the full veil shows it folded, and is a small image, so that the full design is hidden from the reader.
