What I usually do is first cut the elastic to the needed size + a little extra for sewing (about 1 inch overlap). I then stretch this as much as I can while machine sewing the blue ribbon directly to the elastic. I usually sew very close to both edges to avoid the ribbon from turning in. Alternatively, if it is very narrow, I have sometimes used a zig-zag stitch as wide as the ribbon. I then pass this new "elasticated ribbon" through the garter. After sewing the ends together, I make another little bow, sometimes with something decorative in the centre, and stitch it to hide the overlap.
