The code for the tabs are in the following files however, I'd recommend
against modifying core code unless you are willing to maintain local
diffs to patch the core each time you update Laconica.:

lib/searchgroupnav.php
lib/subgroupnav.php
I'd recommend using the plugin system since plugins are less likely to
be affected by core changes. I just happened to have written such a
plugin for the TWiT Army Canteen (http://army.twit.tv) to modify the
