Where did you get that .htaccess file?
rename htaccess.sample to .htaccess
Should look like:
RewriteEngine On
# NOTE: change this to your actual Laconica path; may be "/".
RewriteBase /mublog/
RewriteCond %{REQUEST_FILENAME} !-f
RewriteCond %{REQUEST_FILENAME} !-d
RewriteRule (.*) index.php?p=$1 [L,QSA]
<FilesMatch "\.(ini)">
Order allow,deny
</FilesMatch>
also shouldnt need to configure the db.ini in your config.php
