The notice IDs are currently only 7 characters
They probably won't be longer than 8 for a while.
The notice ID is the most canonical, it can be used everywhere.
I can get a message by XMPP, and if I want to see it on the web I
just copy the id from the message and paste it into my browser.
If I come across a message from 4 weeks ago that I want to reply to
via XMPP, I just copy the Notice ID and paste it into XMPP.
If I want to alert someone else to some notice I received, or found,
I can just tell them "Check out notice 5450261"
Then if they have something to say about it they can do "^5450261
Good Answer"
