From my experience around 40% users have auto-follow enabled!
That would tank your idea.
As soon as the spam account got a few followers it would appear to be valid.
You can see that already from a large set of spam accounts i've been flagging 
on !spamreport.
They just create like 20 or 30 accounts try so sub to many other users and to 
them selfs, and without more hard look, they look legit
