For single-organization installations, it's been one of the features
admins ask to turn off.
One of our goals for the 0.9.x release is to take any feature that can
be turned off and move it to a plugin.
Will this plugin ship with core — and was this just the relying party
bit or the provider?
Just the RP. We don't yet have an ID provider, although it's been
requested. The RP plugin will ship with core and it will be enabled by
default.
